Maybe, maybe not. But his eight years of inaction against terrorism made it far more likely.
How much do you want to bet that bin laden probably thought that we'd retaliate by lobbing a few cruise missiles at empty buildings in the middle of the night to "make a statement" and then talk oh so harshly about "bringing him to justice"?
I don't think he counted on getting his ass so thoroughly kicked. Clinton's lack of balls and insistence on treating terrorism as criminal matters instead of acts of war emboldened the liver-lipped bastard.
