No, it isn't clear at all. This specific situation is not addressed. There has to be another section somewhere that covers this mess or at least some precedent or custom.

Thanks for the link. The law, unfortunately, is not as clear as you might think And therein lies the problem. I thought there would be a separate section showing the amendment Conyers/Nadler refer to and was suprised by the brevity.
