Suppose there are 10 waiters and waitresses in a restaurant - and three of them enjoy their work and also bring in substantial tips. The other seven think this is unfair and go to the manager.
The manager agrees and since all ten have monthly parking deducted from their checks....he decides to have the three best workers pay for everyone's parking.
A real world example would be the marginal tax rates.
The manager, above....picked up seven votes and lost three in the next election. He also had no concerns for his paying customers or what's good for the restaurant - other than making the seven complainers feel good.
