The only kind of amnesty program I could see is one that would allow only those illegals who have never committed any kind of crime, never used any kind of social programs, paid for their own health care and hospitalizations, and who filed an income tax return, etc to stay but send back all the others.

An interesting oxymoron. An ILLEGAL who has not committed any kind of crime.

But it won't work:
1. These people are criminals to begin with. They're here illegally.
2. There's no such thing as an enforcable loophole. Exceptions will be handed out like candy on Halloween to people with connections. It's the slippery slope thing all over.
