Some people have innocently noted that it originated with poor translations in a crappy Japanese video game. Some people actually believe this, but the truth IS out there....

Rumsfeld: Well, the reports that we've heard out of the regions have been absolutely lying through their teeth, week after week after week, throughout the entire thing. I don't know that it's really useful to repeat unsubstantiated and sensational charges that I can't validate, that you can't validate, and that have not been checked.

Thinking of Albright in this situation makes me think of her being misunderstood as a cleaning lady. Al(most)bright was Sec.State - Powell's analog. Rumsfeld's analog was Bill Cohen for Clinton's last several years - the token liberal Republican for Clinton's diversity program. Otherwise, full agreement!
