As far as shutting off the money. Here is my 2 cents. Even though the russians say that the account is being used by Al-queda, it is important to be able to prove beyond all reasonability that it is indeed used for such nefarious ends. Should this burden of evidence be relaxed, you might start see every citizen who becomes irritating to any public official have their assets confiscated. Since forfeiture places the burden of proof on the party with their assets confiscated, it is indeed a dangerous tool of coercion that politicans and beuracrats could abuse easily.
