My take is that The Reagan administration did engage in some questionable activities via the CIA involving drug running through Mena. That was Clinton's get-out-of-jail-free card, he would never have gotten away with his corruption unless he had something to hold over the Republicans head. So this latest anthrax scare was probably a warning shot, don't dig too deep or get too public with the Clinton scandals.
