OPERATION PAYCHECK UNDERWAY

OPERATION PAYCHECK, Florida's education and workforce plan to rapidly re-employ dislocated workers is underway. Florida workers who have lost their jobs since the tragic events of September 11, 2001, may contact the nearest One-Stop Career Center (1-877-872-JOBS or 1-877-872-5627) to get details on OPERATION PAYCHECK .

OPERATION PAYCHECK is part of Governor Jeb Bush's economic recovery plan. It is a significant new partnership between Florida's workforce development professionals and Florida's education and training professionals to mobilize education and workforce resources to assist Floridians in getting quickly back to work.

"At the same time that we are helping Florida's small businesses regain their footing, we are doing everything possible to get Floridians back to work," Governor Bush said. "Operation Paycheck is a critical component in Florida's economic stimulus plan and provides an opportunity to direct Floridians to higher-skilled, higher wage jobs that are in demand in Florida."

Governor Bush announced OPERATON PAYCHECK in early October at thegroundbreaking ceremony of the Emerging Technology Center of the Americas(ETCOTA), a new information technology center at the Miami-Dade Community College-Wolfson Campus. Since then, education and workforce leaders have developed the program and trained local offices.

"We can use the abundance of educational resources at our disposal to prevent the terrorist attacks on our nation from taking an economic toll on our state," Jim Horne, Secretary of the Florida Board of Education, said. "We can rally our teachers, vocational instructors and students of all ages to keep Floridians on the job."

The state's 24 Regional Workforce Boards have quickly embraced the program and many of them have already begun enrolling participants. "The Regional Workforce Boards bring a unique local perspective to this effort and they have the expertise and the resources to get Floridians back to work," said Tom McGurk, Director of the Agency for Workforce Innovation.

OPERATION PAYCHECK applies a combination of resources to build quickly upon the skills workers currently possess. The program acknowledges that many skills are readily transferable from declining occupations to those in expanding sectors of the economy. In most cases, workers will need to acquire some additional skills for employment in a new industry, but need not complete a full, lengthy training program. By building upon the transferable skills the worker currently possesses, they can accelerate their movement from displacement to training to full employment.

The Bureau of Labor Market Information at the Agency for Workforce Innovation has conducted an analysis on a statewide basis identifying those industries and occupations most adversely affected by the terrorist attacks and those which remain growing and robust in spite of these events. Industries such as restaurants, hotels, and air transportation related to tourism are experiencing the most severe impact, while those relating to information technology, health care, defense and security remain strong. The program will focus on directing displaced workers toward these high-demand occupations.

The Department of Education maintains program standards, which delineate occupational competencies for more than 200 vocational programs and their related occupations. Education analysts conduct a "gap analysis" to compare the competencies required for working in the former field with those required in the new field, grant vocational credits for existing skills and conduct additional training to "fill in the gap" to meet the competencies needed to achieve the new vocational skill.

JEB is doing everything he can to provide leadership to help Floridians in these difficult times.....he's terrific and I hope the people of FL will be smart enough to keep him as our Governor!

Just the thought of Reno in any position of political power in FL makes me shudder! Can you believe the woman's gall? She spoke at a group that helps abused children just this week.....about all she would do to help their cause.

With her record in Waco & with Elian...she's got some nerve!
