The former Navy skipper told no one about the classified tests of Project Shad, how the Marine jets came screaming out of the night off a remote Pacific atoll, spraying a 100-mile-long aerosol cloud over his five tugboats. Then Jack Alderson's men started getting sick.

I seriously doubt that, in those times, Americans went about poisoning one another. It's more likely that they tested with some sort of "chemical markers" that had no adverse affects on human health, and that this is simply yet another exercise in the wealth transfer through the legal system.
