Mr. Shengjun, who is the member of the Chinese Communist Party, is a Professor and Doctor of molecular chemistry and molecular biology.
In 1986, Mr.Shengjun was graduated from Animal Department of Northeast Forest College and passed the entrance examination of CCIBP for Medicine Immunology Master's degree. As a postgraduate, he took part in the research of the pilot process of recombinant hepatitis B vaccine, which was one of the 863 Plans in China, and established the detecting method of residual DNA of recombinant hepatitis B. He is the first man in the world who states the molecular mechanism. In 1996, Mr. Shengjun returned Changchun Institute of Biological Products and was assigned as the director of the molecular biology research department. In this period, he undertook several important scientific research projects, such as 863 Plan, the Ninth Five-Year Plan, the Special Project Foundation for Excellent Youth of Ministry of Public Health and the Start-up Foundation for Returned Scholars, etc.. He and his colleagues also manufactured several high-tech products, such as Interferon Ointment, Recombinant Interferon ¦Á-2b Injection, etc..
In 1998, Mr. Sheng acceded in Changchun Medicine Group and was assigned as the vice president and was in charge of the development of the technology and market. WASHINGTON -- In 1991, when Bill Clinton let on he was running for the White House, Arkansas fund-raiser Yah Lin "Charlie" Trie tried to develop a sister city relationship between Little Rock and Changchun, China -- a key biowarfare research hub, sources say.
While visiting the Chinese city, where he eventually bought a home, Trie brokered deals to export biotech equipment to a Changchun lab suspected of being a Chinese army front for the manufacture of agents used in biological weapons. Changchun is in Jilin province, which borders North Korea. It's also near Harbin, China's new propaganda center for biowarfare.
"During one of his early visits to Changchun, Trie met with Zhang Jianming, director of the Changchun Biological Products Institute," according to a copy of FBI summaries of interviews with Trie obtained by WorldNetDaily. The lab, a unit of the Public Health Ministry, is run by the Chinese communist government.
The news of a major Clinton donor transferring dual-use biotechnology to China comes as Beijing is "investing huge resources" in its biological warfare program, a source in China told WND.
Long-time Clinton friend Yah Lin "Charlie" Trie Trie, convicted last year of breaking campaign-finance laws, was given no jail time in exchange for his cooperation in an ongoing investigation by the Justice Department's campaign-finance task force.
In 1996, he gave close to $1 million to the Clinton-Gore reelection effort and Clinton's Legal Expense Trust. His money had to be returned. Some gifts were laundered through Chinese sources, the FBI report shows. Justice has agreed to let Trie testify under a grant of immunity before the House Government Reform Committee. He's scheduled to appear Wednesday and Thursday.
Trie formed a close bond with the bio lab chief while in Changchun, where Trie and his late wife bought a home for $20,000.
"Trie provided a letter of invitation for Zhang to use in obtaining a visa to the United States," the 150-page FBI reports says. "Once in the United States, Trie accompanied Zhang on his travels."
Zhang visited Little Rock and, in November 1992 -- after Clinton was elected president -- he and Trie set up what appears to be a shell company called United Biotech. The company had a bank account and a Little Rock address, but no business pl
an or real income. The firm was dissolved a year later.
But in that time, Trie helped Zhang procure a 132-gallon "medical fermentation tank" from a New York-based manufacturer, according to the FBI. "He got them the fermenting equipment to grow the bugs" used in germ warfare, a senior Pentagon official told WorldNetDaily. Special agents worry that the Chinese government may have used the apparent shell company to acquire other biotech equipment.
"Trie was asked if he thought it possible, considering the high priority the People's Republic of China gave to acquiring advanced biotechnology, that the United Biotech corporate name and address may have been used by PRC purchasing agents to make purchases (from manufacturers) elsewhere in the U.S.," FBI agents said in the report. Though Trie denies that happened, United Biotech isn't the only trading company he has set up.
A search of Arkansas secretary of state records for DBAs, sole proprietorships and incorporations registered under Trie's name turns up no less than six import-export or international consulting businesses. They include Jesco International Inc., Asian Pacific International Inc., Daihatsu International Trading Inc., Premier International Investment Inc. and T&L International Inc. At least one, Jesco International, traded with China before going out of business.
According to the FBI report, the 50-year-old Trie had an ethnic-Chinese "silent partner" -- Dr. Peter P. Fu -- who invested in Daihatsu International. An FDA toxicologist, Fu met Chinese scientist Zhang in Little Rock after Clinton was elected. Fu works for the National Center for Toxicological Research in Jefferson, Ark., which is about halfway between Little Rock and Pine Bluff, Ark.
The federal lab, on a 496-acre campus, conducts experiments in biochemical toxicology, genetic toxicology, neurotoxicology, microbiology and molecular epidemiology, its website says. Some pathology labs do studies of "microorganisms multiplying and producing infections." The center has an active lab-to-lab scientific exchange program with a medical institution in China. And in 1993, it hosted an "international group of inspectors interested in Biological Weapons Treaty issues."
Trie told FBI agents he didn't think Fu, 58, had any ties to Beijing. At that, agents produced one of Fu's business cards "indicating that Dr. Fu has ties with two institutions managed by the PRC government." The biotech equipment transfer opens up a new and dangerous front in the mushrooming Chinagate scandal, in which China's People's Liberation Army spies conspired with Clinton-Gore bagmen to illegally sway the election and influence White House trade and military policy. The PLA is frantically trying to modernize its weapons systems, and needs U.S. military technology to do it.
Despite the Clinton administration's portrayal of China as a benign "strategic partner," Beijing has targeted Taiwan -- and its military ally by law, the U.S. -- for missile attack. It's also threatening information warfare, or IW, such as hacking into U.S. computers to create chaos and shorting communications with electronic pulses.
A former Brookings Institution defense analyst who's now a consultant in Beijing warns that Americans are worrying about the wrong kind of unconventional warfare. Biowarfare, not IW, is the real threat, he says. "Americans have focused on the computer virus attack stuff because that's particularly interesting to us, but the Chinese have actually invested huge resources into uninhibited biotech," the Beijing source said. "They may be picking up some Soviet research into biowarfare as well."
He added that the PLA, through its front companies, is interested in acquiring U.S. biotech equipment for use in "precisely this area." In Harbin, just North of Changchun in Manchuria, the Chinese government has erected a museum on the former grounds of a Japanese biowarfare testing center that used Chinese as subjects during WWII, the source says. The museum is an important propaganda mill for the new Beijing line that the U.S. used biological weapons against the Chinese during the Korean War.
Even though China joined the Biological Weapons Convention in 1984, it has violated the pact and maintained an offensive germ-warfare program, according to a 1997 report by the Arms Control and Disarmament Agency. That year, Secretary of State Madeleine Albright had to concede to the Senate Foreign Relations Committee that classified reports show Chinese firms have shipped biowarfare equipment to Iran.
Clinton has maintained for years that biowarfare is a top national security concern. "We've got to continue to meet the new security challenges of the 21st century, especially the challenges of terrorism and biological and chemical weapons," he said Feb. 8.
Trie, who owns a Little Rock-based international trading company, is one of several Clinton friends avidly seeking business in Asia. Their White House connections have clearly opened doors for them there. At the same time, their status at the White House has been enhanced by the political cash they have pulled in. A member of the DNC's national finance board of directors, Trie solicited about $100,000 in donations this election cycle, according to DNC officials. He and his relatives have given $141,500 to Democratic candidates since May 1994. One of his companies, Daihatsu International Trading Co. Inc., has contributed $70,000 to the Democratic National Committee since July 1994, records show. Ng's is not the only unusual donation from someone associated with Trie's business.

Trie, who did not return numerous phone calls, now spends most of his time jetting around Asia, relatives and business associates said. A company biography of Trie lists offices in Hong Kong, Taiwan, Beijing and two other Chinese cities. The company bases its Washington office in an expensive three-bedroom apartment at the Watergate. In 1994, Trie and Ng bid on the renovation of a Little Rock hotel, but lost out to a Chicago company. Five months later, Ng incorporated the San Kin Yip International Trading Corporation in Little Rock to import textiles and other goods and export chemicals, machinery and advanced technology. On Oct. 21, 1994, 10 days after San Kin Yip was incorporated, the company made its $15,000 donation to the DNC. It listed the same address as Trie's Daihatsu International Trading Co. Ng's company is now defunct; its business standing was revoked in January for failure to pay franchise taxes.
Although San Kin Yip of Little Rock seems to have disappeared, the San Kin Yip Group of Macao is an established commercial and residential development conglomerate. Ng, who is chairman of the Macao-based group, is also on the board of a Macao development company headed by Stanley Ho, one of Asia's richest tycoons and undisputed king of Macao's thriving gambling business. Ng's name is not listed as a Daihatsu official in Little Rock incorporation documents, but business associates said Ng pays the rent for the apartment at the Watergate, which costs about $4,000 a month. When Trie and Ng host parties for businessmen from China and Taiwan, the hostess is usually Zhan, the Arlington county worker. Trie's business is supposed to broker deals between U.S. and Asian companies. Although he has said he represents over 30 companies in the United States and Southeast Asia, relatives and business associates say they cannot point to any completed deals and that Ng is one of Trie's financial backers. Recent developments suggest that Daihatsu is undergoing changes in its Little Rock operations. For more than a year, the firm has leased most of its office space to a software company, keeping only a tiny corner. Daihatsu moved out of that space in September, and left no forwarding address, according to the software firm.
If anything, his friend, former presidential assistant Mark E. Middleton, is even more aggressive in using his White House ties. After quitting a White House job in February 1995 to become a business consultant and international deal-maker, Middleton, then 33, embarked on a far-flung effort to cultivate Asian connections. Trie introduced Middleton to business acquaintances and served as guide and interpreter on a trip to Taiwan and China in 1995, but Middleton, the recent White House aide, evidently was of value to Trie as well. It is "possible" that Trie paid for some of Middleton's hotel and restaurant bills in China, according to Middleton's attorney, Robert D. Luskin.

WASHINGTON — A glimpse at the background of Yah Lin "Charlie" Trie reveals that the Taiwanese immigrant worked at his Chinese restaurant in Little Rock, Ark., before opening a small consulting office in Beijing in late 1992 when his friend of 13 years, Bill Clinton, was elected president. But his resume became much grander after a major make-over by the Clinton administration's Office of the U.S. Trade Representative. In papers prepared by the agency, Trie became an authority on international trade relations and a key player in building economic bridges between the United States and Asia. Trie possesses "special expertise" and "substantial knowledge and/or experience" on U.S. barriers to Asia markets, one USTR document declared. His participation on a White House advisory panel on trade with Pacific nations was proclaimed "essential to the United States."

Back when I was a teacher I worked with "difficult" and troubled adolescents. The handwriting is consistent with a very depressed and intense 11 to 14 year old male. (It also could be that of an adult whose development was arrested by a traumatic event during those years.) The writing also looks to me as if it were written on the bus.
Teaching ZIP+4 has become part of the curriculum. American adults still tend to address handwritten letters without the +4. I would also be looking for a school that had some sort of project to write to Congress; could be the address came from a school prepared list for students.
Because I am inclined to believe that this is part of the 9/11 Al-Qaeda plans, I conclude that the perp is a foreign born non-native speaker of English who had help to accomplish this crime. The style "Senator Leahy" without 'Patrick' is uncommon for an educated American adult. So I am led toward the idea of a male youth/child being involved, and given the nature of this crime, I would look for a male child in the family of the perp. The idea of an adult trying to write like a child doesn't wash with me. But I can see a connection between a child and an adult in addressing these letters.
The lettering is common block lettering. While it may have been taught in Jersey schools, that is only becuase it is a common style. The spelling errors are just spelling errors. It is reading too much into them to say they come from Hooked on Phonics.

You were a teacher. It is a human tendency to interpret things in light of our experience. You see badly done block lettering and think student, because that is what you know. In reality anyone can write this way. Seeing a depressed and intense 11 to 14 year old male is reading too much into the data. That is only one way to explain it and there are many more possibilities than that.
You used the key words, "it is consistent with..." There are many things it can be consistent with. It could be consistent with 100 different scenarios.

Again, that is not the only way to get the address. It isn't exclusionary. Nothing says that is THE way they got it. If one wanted to make sure the letter got to the right place one might make the effort to get the ZIP+4 right too. This is reading way too much into the data.
History: I flagged you because you commented about the placement of the word "Building" in the address on the envelope.
Now I went back to that website where I put in the link (see my post #213) and SOMEONE HAS CHANGED IT BY TODAY. Maybe by the time anyone reads this post it will be changed back again. Who knows? Last night it had building just like all the others; now it has building on the same line as the rest and Leahy's picture won't load. I have a screen capture to prove it but I don't have a screen shot from the way it looked last night.
As of this writing, Daschle's is the same as it was last night. As to reporting it, I think I am being a little silly. I noticed the perp used periods with DC and none of the internet addresses I've found except one or two show them. Also, the internet addresses mostly have commas and the Leady letter doesn't (between Washington and DC).
Other than the web site suddenly being changed, I don't think there is much to my theory. I was going to spend some time today doing some refined searches and see if I can come up with anything.
Never mind. I don't think anyone changed anything. I looked again and it is the same as it was when I first saw it.
I think the problem is that if the server can't send the pictures (broken image icon), it reformats the text in that part of the table or something.
So I don't think it means anything.
