I didn't write this comment, but my response to it was relevant to yours, "the Enquirer would report it immediately".
The date has me thinking it could well have been Atta's group, perhaps frosting on the cake; to let us know while the 19 are dead, there are some left behind, and among us. On two of the envelopes, the postmark (while difficult to read clearly) appears to be ?? Sep 01, maybe 11 Sep. That is why I suggest someone mailed for Atta or one in his group.
Yes, someone familiar with forms may use the mmddyy format, but I don't believe a child would. That is about my only response to that, except how many US born would do it? I certainly wouldn't, unless required, as on computer or other forms, wouldn't occur to me to do on any type of correspondence. In fact, I worked for the military so many years, I use their style of date, 9 Sep 01 or 9Sep01, pure habit.
No, the adult perp wanted the handwriting to look like that of a 10-11 year old 4th grader.
I think its a professor, or some academic type who was worried that the gov, the media, and the public were not doing enough to prepare for germ warfare. He had the anthrax and waited for the right opportunity to send it out to government representatives and the media. Now we have been warned. I think that was his intent. I dont think he intended to kill anyone.

The address is given EXACTLY as on the envelope with the only exception is that "Patrick", phone and fax were omitted on the address:
