You are correct that the St. Petersburg letter was tested and the result was negative for anthrax. When the FBI asked if any other suspicious letters had been received, Brokaw's assistant showed the FBI a drawer where they keep any hate mail that comes in. The postmark was from New Jersey and that was the letter that tested positive for anthrax.

If the letter was received in NYC on Sept. 18th, that was a Tuesday. I suppose it's possible it was mailed in Trenton on Monday the 17th, but downtown NYC was a mess then, a week after Sept. 11th. If it was mailed any earlier than that in Trenton, there was a weekend in the way. That means we're getting quite close to Sept. 11th.
