If you had a Fake FBI badge, that would be illegal, but it is legal to have a BFI badge. It is illegal to have a fake passport, but since there is no Conch Republic, the passports are not counterfeit, but just paper, like Monopoly Money.

Perhaps Atta used this novelty passport in places to test how hard they were actually checking the legitimate documents.

(If not questioned he knew just how lax they were. If discovered he could laugh it off as a mistake that the "Conch Republic" passport somehow wound up in his official documents.)

What about if you tried to buy a bus far with a "Bill Clinton $3 Bill"?

There's a difference between a joke/novelty item and a counterfeit document.

No debate. It's K as in konk! I know, my mom was a conch. Born & raised in KW. KW High School class of 1935.
