If you had a Fake FBI badge, that would be illegal, but it is legal to have a BFI badge. It is illegal to have a fake passport, but since there is no Conch Republic, the passports are not counterfeit, but just paper, like Monopoly Money.

It is a good question.

Perhaps Atta used this novelty passport in places to test how hard they were actually checking the legitimate documents.
(If not questioned he knew just how lax they were. If discovered he could laugh it off as a mistake that the "Conch Republic" passport somehow wound up in his official documents.)

"If I used a fake FBI badget to gain access to a crime scene, I would certainly go to jail. So, how is this allowed to go on?" How about if you used a "Daily Planet" press pass from "The Kingdom of Fredonia" while wearing a Groucho eyeglass/nose set?
What about if you tried to buy a bus far with a "Bill Clinton $3 Bill"?
There's a difference between a joke/novelty item and a counterfeit document.

How about if you used a "Daily Planet" press pass from "The Kingdom of Fredonia" while wearing a Groucho eyeglass/nose set? If you hadn't suggested Fredonia I would have. "Hail, hail Fredonia--land of the brave and free!"

Soooo....the age old debate - is the 'ch' pronounced as the 'ch' in chew or as the 'ch' in chemistry ;-)? No debate. It's K as in konk! I know, my mom was a conch. Born & raised in KW. KW High School class of 1935.

"Can Ms. Reno explain why she spent millions of dollars and countless hours of human resources on getting a little six year old boy out of Florida and back to Cuba, but never emphasized getting terrorists out of Florida?"the voters had better ask this.
