The Canal Treaty does not override the Constitution of the U.S. Realistically speaking, the U.S. does have some say in this such as voiding the treaty. In times of war, we are not certain who is using those ports even if the Panamanian government does have "control". We do have some say in this. It seems to me that this "treaty" is being breached. Of course, the Chinese have dealings with the Panamanian government and are using this Canal to smuggle in drugs, prostitution, guns, ammunition, weapons. And of course the Chinese are masters at stealing and duplicating our technology. That is why when implementing treaty measures it is best to know who you are dealing with solely. Are we just dealing with Panama? Course not. We have just about every rogue nation to be concerned about!

True, the U.S. does not own the Panana Canal. What has my attention is that the U.S. has some treaty going on pertaining to the Canal. I agree that this has become an issue of organized crime. Like Title 18 U.S.C.A. Sec. 1961 and 1962 civilly and criminally. Moss v. Morgan Stanley, Inc., C.A. N.Y., 719 F.2d 5, 17.
Why not prosecute this matter. It is one way of severing the treaty.
