National Homeland Security Initiated Two Years Ago

The U.S. Commission On National Security/21st Century

After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role.

We offer recommendations for organizational change in five key areas:

1 ensuring the security of the American homeland;
2 recapitalizing America's strengths in science and education;
3 redesigning key institutions of the Executive Branch;
4 overhauling the U.S. government personnel system; and
5 reorganizing Congress's role in national security affairs.

We have taken a broad view of national security. In the new era, sharp distinctions between "foreign" and "domestic" no longer apply. We do not equate national security with "defense." We do believe in the centrality of strategy, and of seizing opportunities as well as confronting dangers. If the structures and processes of the U.S. government stand still amid a world of change, the United States will lose its capacity to shape history, and will instead be shaped by it.

The combination of unconventional weapons proliferation with the persistence of international terrorism will end the relative invulnerability of the U.S. homeland to catastrophic attack. A direct attack against American citizens on American soil is likely over the next quarter century. The risk is not only death and destruction but also a demoralization that could undermine U.S. global leadership. In the face of this threat, our nation has no coherent or integrated governmental structures.

We therefore recommend the creation of a new independent National Homeland Security Agency (NHSA) with responsibility for planning, coordinating, and integrating various U.S. government activities involved in homeland security. NHSA would be built upon the Federal Emergency Management Agency, with the three organizations currently on the front line of border security-the Coast Guard, the Customs Service, and the Border Patrol- transferred to it. NHSA would not only protect American lives, but also assume responsibility for overseeing the protection of the nation's critical infrastructure, including information technology.

I thought Klamath Falls was a major concern. Compared to this, it's just a scratch. Are you prepared to lose them all (Rights) in the next decade? It sure looks like we are headed down that road.

Oh how sweet, how darling. I shouldn't gush, but, is our government good to us or what? Lose 6,000+ people and they birth a new agency that won't do it's job any better than the army that is suppose to protect our borders, the INS that is suppose to do a complete background check of people coming into our country, the F.B.I. that is suppose to keep and eye on them, or the nutered C.I.A.

Does the fact that they no longer "equate national security with defense" mean that we get to organize and defend ourselves? Or am I worrying over silly little details? I know that those that stood on the steps of the Capitol and sang "God Bless America", will take care of me and my family. Look what a great job they have done so far, well..golly gee..we might get to be the first family on our block to die of antrax. We might be famous...for just one day.

Gary Hart and Warren Rudman were the chairs, but look who is in the commission:

The way I look at it, more government always means less freedom- no two ways about it.

In the hands of a benign administration ( like I hope this on will be ), it will probably be more of an oversight group.

In the hands of, say hillary!.... oh, my! The potential for totalitarianism!

But it's one more tax-guzzling layer of bureaucrats we do not need. IMHO.

Thanks for flagging......

God, I hate the word 'Homeland'....too reminiscent of the Germans use of "Fatherland"! Seems like we daily find more and more indications of socialist sorts of things, i.e., Directorate, Homeland, not to mention actual calls for socialist legislation!

Who is responsible for the 9-11 terrorist attacks, U.S. government intervention or terrorists? Answer: terrorists. Who is responsible for the loss of liberty from the "Homeland Security Department" or if ID cards are mandatory? Answer: politicians and bureaucrats.

If we thought the DEA & BATF have pissed all over the former Constitution, wait till we see what the "Homeland Security Department" gestapo does. The 9-11 terrorists stole some of every American's liberty. No doubt the terrorists would claim they acted to make the world a safer more secure place to live. Now the politicians and bureaucrats want to steal more American's liberty to make it a safer and more secure place to live. Different modus operandi, similar stated cause, same effect -- liberty stolen.

Considering how much the politicians and bureaucrats have trashed the U.S. constitution over the last 150 years, all that burden is suffered by each citizen every day. How many potential Einsteins, Thomas Edisons, Henry Fords, Bill Gates and other heroic value producers were expendable since the Civil war? How much liberty and value is lost each and every day from politicians and bureaucrats crimes against the constitution and we the people? And they're the "good" guys?!

Especially since they allow to pass such blatant insults to our intelligence. For example: "But I didn't inhale". "It depends on the meaning of what is, is." I didn't have an affair with Jennifer Flowers." I didn't have sexual relations with that woman, Miss Lewinski." The constitution clearly states one and only one recourse when a President is impeached: removal from office. Prohibition was a total failure but the War On some Drugs will be a success. So will the War On Poverty be a success. Legitimize Ruby Ridge, Legitimize mass murder of seventy-eight innocents at Waco. How many innocents have been terrorized, physically injured, sometimes murdered and financially deprived by no-knock raids? And the biggest "good-guy" liberty thief -- the IRS -- how many innocents have been physically, emotionally and financially terrorized by the IRS criminal investigation division (CID).

Seems to me that the "good" guys -- politicians and bureaucrats -- are a huge part of the problem.
