The priest was disobedient! And should be canned...
The Bishop is a successor to the apostles and should be treated as such especially
when it comes to discipline things... the priest works for the diocese therefore he should respect the diocese's rules...
You can complain that the Bishop hasn't allowed the indult more... but you still have to follow the Bishop's rule...
