In 1986, Pope John Paul II appointed a commission of nine cardinals to answer two questions:

Did the New Mass abrogate the Old Mass? Can a bishop prohibit his priests from celebrating the Old Mass

Does anyone have a copy of the commission's report or know where I can find one?
