Well, I think the Vatican would allow some flexibility. Like ensuring every Catholic can attend a Latin Mass with less than 10 miles (one-way) travel each weekend (and further adjustments for weekends).

My small town of 15,000 has three parishes. I think it would be satisfactory to have at least one Latin mass somewhere in town each weekend (or more if they are crowded).

10 miles? Man, I travel 50-60 miles, one-way, to South Windsor, CT., and sometimes 100+ miles to Ridgefield, CT. just to attend a Tridentine Mass. Excepting for the first Sunday of each month, when a local parish in Holyoke MA. celebrates the Latin Rite by indult.
