Symbolic of perfection. In other contexts, 7 is symbolic of perfection. There's no literally perfect number any more than there is a perfect color.

12 tribes, 12 disciples, etc. A number that appears often when God "chooses" something, considered with 3, 7, and 40 to be the "perfect" numbers.
