Sure. Where "all" means "all":

Let them know that thou alone,
whose name is the LORD,
art the Most High over all the earth. (Psalm 83:18)

Where "all" is not literally "all":

I will bless the LORD at all times;
his praise shall continually be in my mouth. (Psalm 34:1)
