The difference comes down to free will. We have in our nature both good impulses and selfish impulses. God tells us what is good, but He gives us the choice as to which we choose.

So did they Ange? Why not? Psa 14:2   The LORD looked down from heaven upon the children of men, to see if there were any that did understand, [and] seek God.

Psa 14:3   They are all gone aside, they are [all] together become filthy: [there is] none that doeth good, no, not one.

    Psa 53:2   God looked down from heaven upon the children of men, to see if there were [any] that did understand, that did seek God.

     Psa 53:3   Every one of them is gone back: they are altogether become filthy; [there is] none that doeth good, no, not one.

     Jer 4:22   For my people [is] foolish, they have not known me; they [are] sottish children, and they have none understanding: they [are] wise to do evil, but to do good they have no knowledge.

Ange that is because of the fall...

So....God was just teasing the Israelites? Toying with them? Demanding that they choose good when He knew they had not the capacity to do so?

Some did, and some didn't. You quote Psalm 14 as if we must understand the language used literally. Are you saying that there are no righteous men after David? Is it not possible that the psalmist was a) speaking poetically, b) using exaggeration to make a point, or c) speaking about a particular group or generation of people?

The LORD judges the peoples;
judge me, O LORD, according to my righteousness
and according to the integrity that is in me. (Psalm 7:8)

How can the psalmist be righteous here, but not in Psalm 14?
