Just a quick initial reading of what you posted as far as context would seem to indicate that the events of teh first section have already happened (binding of Satan, reigning of martyrs with Christ for a thousand years, etc) and that the events of the second (loosing of Satan to deceive, final battle, and sending of Satan to lake of fire) are yet to occur. Is this not the Amillennial position?

This text is used by a Calvinist premil Pastor as a verification of the premil position..as it (he says ) is an interpretaion of the first part ..not a continuation of it..thus the change of tense...unpon reading it I tend to agree ..it seems to be restating the first part in a future tense
