Would Shanley have gotten away with his little public talks advocating man-boy sex before V-II and the 60s? It might have been covered up before V-II, but I doubt that it would have been actually encouraged before Carl Rogers and his ilk were warmly embraced by the avant-garde in the Church.
My own pre-V-II pastor in high school wouldn't have tolerated any monkey business for a minute. He was pretty gruff; he couldn't have molested children himself, because no kid would have voluntarily gone near him (though at that he was no match for the nun who was the school principal!) -- he had worked as a longshoreman before he became a priest.
Just for the record, Geoghan (the poster boy of pedophile priests) was tossed out of the pre-V-II seminary for "gross immaturity" but readmitted after his "nervous breakdown" when his monsignor uncle pulled strings. String-pulling, I'm afraid, is always with us from Adam's fall.
