according to a strict calvinist doctrine he will have to say that God forced him to do Rom 10: 9&10. Those who aren't so strictly followers of Calvin realize that choice is part of God's plan.

• Has God secured by His grace the certainty of the salvation of a vast multitude of men from every nation, tribe and tongue and people group ~~ Calvinism

• Has God merely made salvation possible for all men by His grace, but secured the certainty of the salvation of no man. ~~ Arminianism.
