As the material states, paying for indulgences was at that time also a form of almsgiving - an act of charity. Almsgiving is often also employed as a form of penance, or a sacrifice. We cannot know the internal disposition of each and every person who pays (or rather paid) for an indulgence, only God would know that, but ideally the faithful were called to do this (pay and receive the indulgence) humbly and with the right intention.
