I think its called confession - sinners can find help and find forgiveness, - most often forgive themselves so they stop separating themselves from the rest of the people in the church, and go about the business of repenting and living a better life, ultimately be closer to and emulate Jesus Christ.
When I read stuff like this about a dialogue (and no I did NOT read the article) I seems to me it means everyone else in the community needs to repent so some sinner is not bothered by their sin.

If Bergoglio thinks such a strategy would have any significant impact on Trump’s immigration policies, he’s living in a fantasy land that vastly overestimates the extent that a liberal bishop can marshal his flock to his way of thinking. Practicing Catholics overwhelmingly voted for Trump. The idea that a liberal bishop is going to change their minds is almost comical.
