Perhaps the question should but not “Is Francis the Pope” but “why doesn’t he want to act and speak as the Pope?”

That means once a baptized Catholic, always a baptized Catholic, nothing more. You can’t remove the baptism.

The main doctrine of the whole Christian Church (not just Catholic) is that Christ is the only way to salvation.
The apostles and martyrs went to death instead bowing to pagan gods.
Francis is the first pope to bow to false gods.
Pope Marcellinus https://en.wikipedia.org/wiki/Pope_Marcellinus
was denied sainthood because he was rumored to bow under duress to pagan gods during Diocletian persecution.
Francis needs the some treatment for apostates, a period of repentance and exclusion from Church.

One needs to understand the historic background and training of the current Pope. First he was a Jesuit. They were a military, intellectual, and missionary order of the Catholic church. Often, they were not seen as fitting into the Church hierarchy.
Second, he choose the name Francis for a reason. If you go back in history St. Francis became close with and worked to befriend and teach Christianity to the Ottoman Emperor. This Pope has been trying to build bridges with the Muslim faith. He may be foolish in trying, but his choice of name indicated from the beginning one of his goals.

They were a military, intellectual, and missionary order of the Catholic church. There is absolutely nothing "militant, intellectual, or missionary" about today's Jesuits.
They are pansies, morally and theologically ignorant, and anti-missionaries.
