Biden could only be “God’s man” in this context:

This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.

And there is also the case of usurping, e.g. Abimelech and Absalom, which looks to me like it applies to Biden more than that; so those who are not “God’s man” have also borne rule and bear rule.

Daniel 4 is a revealing chapter in Scripture because it shows a pagan king was used by God to punish Israel and then Nebuchadnezzar was punished as a beast eating grass, and then was made whole again when he realized Daniels God was The Supreme God of the universe.

As far as I know Daniel 4 was the only chapter written by a pagan in God's Word. At this time he was "God's man" as so many others were elected to serve God in their capacity as He chose.
