Joseph had been in Egypt 13 years when he was lifted out of prison by the power of the Spirit of Elohim.

Lots of commentary on the topic of 17 and Joseph, as “good” (tov) = 17.

(You can’t keep a good man down.)

Tradition has it that he was in prison in Egypt for 12 of those years.

So basically paralleling the K-12 established “education” minimum, kindergarten being the only school year worth anything.

The classic Jewish times-of-life markers:

“At five years of age the study of Scripture..”
