I think the problem goes back to the Council of Trent and them attacking the Pauline epistles with their anathemas. It was also rather ironic since semi-Pelagianism was condemned at the Council of Orange and then Trent effectively made semi-Pelagianism the dogma of the Church.

Semi-Pelagianism says that the initiative in the ordo salutis can lay with man, rather than with God. That's its distinctive principal. Where did Trent ever say anything like that?
