There is no thing (or law or thought) that proceeded what you call the “Jewish god”. (Interesting that you capitalize Jewish but not GOD. ;-) )
There were civilizations who had codified laws, including prohibiting murder millennia before Yahweh was a thing. The capitalization was auto corrected btw and I went with it.
