This stratagem isn’t about catering to the polygamists in sub-Saharan African. It’s little more than another weapon on their full-throttled assault on Church teachings on marriage, family and sexuality in hopes of legitimizing homosexual activity. I heard Cardinal Pell say this a few years ago... all their blather about the welcoming divorced-and-remarried and the polygamists is but a smokescreen and stalking horse for homosexuality.
Technically, the divorced and remarried (without an annulment) are polygamists.
The Church shouldn’t even use the term “remarried”, it’s not a marriage, it’s adultery.
