God is Sovereign in all circumstances. He can do with His creation as He pleases. See Romans 9 for more on His sovereignty.
He is the potter and we are the clay.
God has a claim of ownership on us by virtue of being our Creator, and our Redeemer.
FWIW, I never noticed that God asks anyone’s permission to be born or die.
