Rev 13:3 is a critical verse here. The actions described occur midway (3 1/2 years) into the Tribulation when the AntiChrist reneges on his earlier understanding (ie. covenant) with Israel to allow levitical practice to resume. At this time he receives a deadly wound to the head and dies. However, through Satanic enablement he is able to resurrect. (in imitation of Christ) He then uses the miracle to announce his own deity, enter the Holy of Holies of a rebuilt Jewish temple, and demand universal worship (signified by the 666 mark).

It is the False Prophet who demands worship of the Beast and causes all (nonbelievers) to receive the Mark of the Beast.
