Here is a link to the discussion at the Vatican website regarding the infallible teachings of the magisterium. It is a complicated subject. The Catholic Faith is not a dictatorship under the whims of a single despot. The Pope just cannot do that. He does a lot of stupid stuff but he cannot do that and have all Cathoics obliged to comply.

The Pope alone cannot do it, but the Pope and the Magisterium can inact whatever changes they want over time. The fundamental problem is thus. The RCC presumes that “The Gates of Hell” cannot prevail against the leadership of the church (because for that to occur in the RCC would imply that Hell HAS prevailed since the leadership collectively can shape the Doctrines and Dogmas of The Faith). It is an ominous sign, however, when the Pope, those who elected him, and much of the hierarchy openly support such things.

I read the whole thing, and I am still concerned that the Pope CAN in fact declare such a thing.
