A pastor at a women’s prison in Las Vegas has been charged with sexually abusing an inmate, according to police and court records.

The criminality of that “pastor” should have been apparent to the prison authorities and others. He was probably molesting prisoners regularly and his behavior was tolerated or “overlooked”. Suspect the alpha inmates probably controlled the situation and made good money allowing systemic molestations by this “pastor” and others of the inmates they controlled and intimidated.
