I think that Bathsheba tempted David
She had to have known that he could look upon her bathing out in the open. (situational awareness is not just a 20th century concept)

I agree. My life experience has proved that women are acutely aware of onlookers. It's what they do, their part of the game.
Men, who are visual, have lifelong game-experience at controlling their gaze. David chose not to.
Both are culpable, with David's position imparting greater guilt.
