I don’t see how your quote contradicts the author’s article.

The excerpt I took from the article you put up states that there was a conversation that took place in 1976 about how the Tridentine Mass "could be celebrated under certain conditions".

My point was that it was being celebrated for years by this time. (The author of the article seems to think 1976 was the first time the discussion came up.)

As Pope Benedict XVI noted, the TLM had simply never been abrogated.
