With its 24 full moons, it marks 24 lunar months (24 x 29.5 days = 708), which is the full sum of their precise location (i.e. the name of the shape made by the red and blue outlines).
(The 24 elders in the Book of Revelation are by definition full of days.)
In fact, how predictable is this? Many moons ago,
Exodus 3
13 And Moses said unto God, Behold, when I come unto the children of Israel, and shall say unto them, The God of your fathers hath sent me unto you; and they shall say to me, What [Mah, מה] is his name? what [מה] shall I say unto them?
14 And God said unto Moses, I AM THAT I AM: and he said, Thus shalt thou say unto the children of Israel, I AM hath sent me unto you.
15 And God said moreover unto Moses, Thus shalt thou say unto the children of Israel, The LORD God of your fathers, the God of Abraham, the God of Isaac, and the God of Jacob, hath sent me unto you: this [Zeh*] is my name for ever, and this [Zeh] is my memorial unto all generations.
16 Go, and gather the elders of Israel [זקני ישראל = 708] together, and say unto them, The LORD God of your fathers, the God of Abraham, of Isaac, and of Jacob, appeared unto me, saying, I have surely visited you, and seen that which is done to you in Egypt:
The God of Abraham, Isaac, and Jacob is the God of the living. The living are those who are alive, meaning the time is the present because that is when people are alive.
*zayin hei [זה], "this" -- these are the letters marking the present time because...
...the present time (the place of the living, where God is present) is called "zman hove" [זמן הווה], the same phrase as the "present tense" in grammatical lingo. The equivalent meaning comes through in English via the Latin, as "tense" derives from tempus, meaning "time".
Zeh.
It's like the red pushpin on a MAP [Hebrew: מפה, mem pei hei] that indicates, "You are HERE [פה]."
When a teacher takes roll call, the student responds to his name by saying, "Here!", indicating that he is present.
Go, and gather the elders of Israel together...
You see how that is literal on the sign? They are all rounded up together, in one particular place name on the door.
Matthew 23
37 O Jerusalem, Jerusalem, thou that killest the prophets, and stonest them which are sent unto thee, how often would I have gathered thy children together, even as a hen gathereth her chickens under her wings, and ye would not!
38 Behold, your house is left unto you desolate.
39 For I say unto you, Ye shall not see me henceforth, till ye shall say, Blessed is he that cometh in the name of the Lord.
And so it goes. No time to sleep. Time is of the essence.

11.But Moses said to God, "Who am I that I should go to Pharaoh, and that I should take the children of Israel out of Egypt?"
12.And He said, "For I will be with you, and this is the sign for you that it was I Who sent you. When you take the people out of Egypt, you will worship God on this mountain."
13.And Moses said to God, "Behold I come to the children of Israel, and I say to them, 'The God of your fathers has sent me to you,' and they say to me, 'What is His name?' what shall I say to them?"
14.God said to Moses, "Ehyeh asher ehyeh (I will be what I will be)," and He said, "So shall you say to the children of Israel, 'Ehyeh (I will be) has sent me to you.'"
15. And God said further to Moses, "So shall you say to the children of Israel, 'The Lord God of your forefathers, the God of Abraham, the God of Isaac, and the God of Jacob, has sent me to you.' This is My name forever, and this is how I should be mentioned in every generation.
