The Government can do as they damn well please. They have the power in the guns of the police to enforce their edicts, legal or illegal In a just World everything they have done is illegal. None of it has been voted on by State Legislatures. However, we live in a land controlled by Democrat thieves, robbers, and murderers and since evil hates, punishes, and even murders does of good at every opportunity, here's where we are. On the bright side, we have voted for and approved everything they have done to us. How? Each time a Democrat was elected to Public Office. In the end, we have no one to blame but ourselves. A Democrat is evil incarnate. Each evil deed he/she does is to please his/her father, Satan. So one can't blame the Democrat because when they do evil they are just doing their job, pleasing their father, the devil.
