Whereas the president might need the permission of state and local officials to bring in the National Guard to protect private secular property, I think a good case could be made that attacking religious institutions is a violation of the free exercise of religion and he could unilaterally send in the proper feds to either prevent or prosecute any church vandalism or arson.
