This name-phrase also divides as "Am Noel" (the people of "Noel") or "im noel" (with Noel). That's simply how "Noel" is spelled in Hebrew - נואל - which first appears in the Torah within a word in the name
Penuel [פנואל], the context being the location where Israel was born (Gen 32:32), thus "Noel" first appeared at Israel's very first sunrise, first light as it were.

Noel = nativity/birthday, specifically the Messiah's.
