In a sense he is right—it’s just that some people are also invited to be Baptized or go to Confession or be fully received first.
But I have my doubts that that is what he is thinking.

In a sense he is rightits just that some people are also invited to be Baptized or go to Confession or be fully received first. They're required to be baptized and have gone to confession first (if one has any unconfessed mortal sins on one's soul); only baptized Catholics in a state of grace can receive Holy Communion.
