Well, it does exist. If it didn’t then there would be a canon law or some other official statement that there are NO charges for an unbiblical annulment.
Canon Law recognizes that the Pope is the supreme legislature of what pertains to Church practice, hence when Pope Francis asked all diocese to drastically end the costs of annulments it is something the Church must implement wherever possible.
Most if not all Diocese in the USA do not charge for Annulments.
