It’s not a law to enforce. Proclamations by the Church must be interpreted in the context of subsequent refinements to doctrine (by pope, councils, sv, etc) over the years and in this case centuries. Unam is not the only thing ever written. Example is papal infallibility, not clarified until the 19th century at Vatican One.
