I do not believe this at all.

Daniel 2:21 "And it is He who changes the times and the epochs; He removes kings and establishes kings; He gives wisdom to wise men, And knowledge to men of understanding.

Daniel 4:17 "This sentence is by the decree of the angelic watchers, And the decision is a command of the holy ones, In order that the living may know That the Most High is ruler over the realm of mankind, and bestows it on whom He wishes, And sets over it the lowliest of men."

Daniel 4:34 "But at the end of that period I, Nebuchadnezzar, raised my eyes toward heaven, and my reason returned to me, and I blessed the Most High and praised and honored Him who lives forever; For His dominion is an everlasting dominion, And His kingdom endures from generation to generation.

Daniel 4:35 "And all the inhabitants of the earth are accounted as nothing, but He does according to His will in the host of heaven And among the inhabitants of earth; And no one can ward off His hand Or say to Him, 'What hast Thou done?'

Romans 13:1 Let every person be in subjection to the governing authorities. For there is no authority except from God, and those which exist are established by God.

Romans 13:2 Therefore he who resists authority has opposed the ordinance of God; and they who have opposed will receive condemnation upon themselves.

Romans 13:3 For rulers are not a cause of fear for good behavior, but for evil. Do you want to have no fear of authority? Do what is good, and you will have praise from the same;

Romans 13:4 for it is a minister of God to you for good. But if you do what is evil, be afraid; for it does not bear the sword for nothing; for it is a minister of God, an avenger who brings wrath upon the one who practices evil.

Romans 13:5 Wherefore it is necessary to be in subjection, not only because of wrath, but also for conscience' sake.

Paul resisted authority and was punished. He also did what was good but did not receive praise. So it might seem he contradicted his words by his actions.

Eventually regimes fall, usually by resistance and force. America did have a covenant with God at its founding and it’s only a matter of time when God uses other nations as his means of retributive justice.
