Past experience has shown some poor folks who win lotteries will be eventually be bankrupt.

Let's not confuse correlation with causation. Money, in and of itself is inanimate and only has the power over us that we allow it to have.
My opinion of the happenings you describe is that people who have very low money management skills play the lottery more often that those who have high money management skills.
If people with low money management skills play the lottery more often, the odds are that they will win more often, and given that they don't know how to manage money, poor choices are made.
As to the folks who have a great tragedy happen after winning, who's to say the tragedy would not have happened anyway. In this instance, the winnings are actually a blessing that helps the survivors of the tragedy move on.
