The source of your confusion is simple:
There is no “church.”
Israel is the Kehillah. Kehillah got mistranslated when the Hebrew NT writings were translated to Greek. The Greek language has no word for Kehillah so they used Ekklesia, which is a reasonable translation for the individual congregations in the Synagogues, but the kehillah is all of Yehova’s remnant from the beginning.
Yeshua didn’t say he was founding anything. He said he would build (expand) his already existing Kehillah, which definitely is true Israel.
It was in Moses’ time, and it is today.
