ONLY God determines who is a saint. No one else is qualified to do so.
I should add, though I shouldn’t need to. It should be an easy conclusion, but God does NOT delegate this authority, under ANY circumstances, not now, not EVER, for ALL eternity. My opinion is, eternity, could possibly be a VERY long time. 😁
